Harlem Bespoke: The new construction at 121 East 131st Street has income-restricted one bedroom apartments going for just a little over $1,000 a month. Those making between the $30K to $40K range might want to check out the management company site to apply but should know the location is right by the Metro North elevated train tracks and is not that close to the subway stations.
