The answer to the mystery of the construction platform that is currently being installed under the 125th Street Viaduct by 12th Avenue might be the $14.5 million streetscape project that was announced back in 2014. Harlem's historic arches over by Manhattanville will be illuminated by LED lights when all is done along with the main arch of the elevated subway on Broadway. This entire area that is also within Columbia University's new Manhattanville campus development will eventually be more pedestrian friendly with wider sidewalks and additional landscaping.
