After making a trip to Fairway yesterday, we stopped by the West Harlem Piers and spied the curious, white, octagonal tent at the furthest pier. Upon approaching, a sign was soon discovered, offering compost and recycling workshops. The tents look to be land-locked but it seems the waterpod is an actual barge made of various natural materials. The 2nd to last photo has a view of the docked barge and the last photo has the CGI version of it on the tarp.
