There has been talks of creating a Low Line in the various train underpasses of the city but the Urban Garden Center in East Harlem has already made a prototype of sorts. The underpass below the Park Avenue tracks by 116th Street has Manhattan's largest outdoor garden center which now looks like a modest version of the famous HighLine downtown.
If the city want to attract more businesses and foot traffic to area, maybe investing in a team of architects and park planners to add green space to the area might be the way to go. The only thing we would suggest updating is getting more classic wrought iron gates installed to frame the area and maybe restore the pavement with belgian stone. This would also work for the landmark 1 Subway Station over on 125th Street by the new Columbia Manhattanville campus.
