Harlem Bespoke: Governor Cuomo made a surprise announcement this afternoon and confirmed that New York City well enter Phase 2 reopening on Monday July, 22nd. This means in less than a week, office workers will return to the field, retail will be open and restaurants will have outdoor seating.
